LARRY MULCRONE SCHOLARSHIP APPLICATION
TO BE ELIGIBLE FOR THE IDEOA LARRY MULCRONE SCHOLARSHIP YOU MUST COMPLETE THE FOLLOWING:
1. This completed form
2. A typed essay consisting of 400-500 words, on one of the following topics:
A) A number of states have moved to "legalize" marijuana for "medical" and/or recreational use, and some policy makers are discussing the possibility of "decriminalizing" personal use amounts of other deadly and addictive controlled substances. Please discuss potential, unintended consequences/threats that "decriminalization" of a variety of controlled substances - and the normalization of drug abuse - may have on the health and safety of the public, communities, families and children.
B) Over the last year or so, anti-police groups and some media outlets have amplified disparate and rare police misconduct, portraying these incidents as "systemic" and normative. Some of these narratives and movements have led to discussions about "de-funding" the police, which has negatively affected law enforcement's ability to provide public safety services, and to hire and retain adequate numbers of qualified police officers. Please discuss the possibility that the "de-fund" the police movement has contributed to the significant rise in the number of homicides, non-fatal shootings and the record number of drug overdose deaths that are occurring.
